There have been so many issues emerging since the Draft Spatial Plan was approved in July 2022 and of such significance that now render it and the provisions of Amendment C432 out-of-date; and accordingly, the City Melbourne should abandon Amendment C432 and consider preparing a new Draft Spatial Plan, Municipal Planning Strategy and planning scheme amendment in 2025.
